In AZ it’s more likely to be some dunce making DIY in his kitchen. There’s an explosive that is easy to make and terribly sensitive and volatile, and these dim bulbs mix up a batch then (hopefully) realize they’ll lose their rental deposit if it gets moody.
It’s good to know the EOD “crab” logo, aka “master blaster” which when you see it, turn around and range walk in the opposite direction quite some distance. It’s not just the boom, it’s the fumes.
