Well, more information is needed. Does he rent the whole apartment, or just one room and use of the kitchen and bathroom shared with others who rent rooms?
If the former, it’s a form of graft.
If the latter, it may be kosher.

The fact that the top Republican in Congress is living in the same apartment as a lobbyist who is gay, politically liberal and on the payroll of Big Tech is, to me at least, a legitimate news story and far from gossip.
