How would a scooter like that work? I’m having trouble picturing what you want. How do you want your hands to power it—what kind of input?
All power scooters are hand controlled, if that is what you mean to say.
Have you considered hip-replacement surgery?
Hip-replacement surgery is a lot easier to recover from than knee-replacement surgery, and the results are excellent.
When Daddy was approaching 90, he got one of those electric scooters. They were pretty expensive but his insurance covered it. He could get around the house fairly well but couldn’t walk the nature trail on his property.
Whenever I was there we would make the trail together. It was a neat machine.

The search terms you need are “hand pedal” or “arm powered” referencing tricycles, quadcycles and/or wheelchairs.
I doubt anything in this class is going to be cheap or available locally, but I hope that you find what you need.
