How do I plan or get in touch with others to protest in Oregon?

That state doesn’t look like it will ever open. According to the Website they are testing, testing and testing then contact tracing. This so they can reopen but if you look at the plan it never ends.

It is really weird they are conducting all this testing and then I saw this it is a snip from the testing and tracing:

When you get to the last paragraph it says Isolation and quarantine are completely voluntary. So why are they doing all the testing for if they can not quarantine you if you test positive?
