The last time he went after a big city, the congress critter representin’ that city croaked.
If this city is not cleaned up, the only way it can be dealt with is by burning — as in burned to the ground and destroyed completely.
That is the only way to keep disease from spreading.
Well..that is what saved London from the plague. Although a whole ton of people died.
