The negligence in mandating protections of electronic, communications,
and electrical systems has been both corporate and governmental issues.
This is due primarily to concerns about who should bear the expense of such protections: business or government.
Have we already forgotten the 2013 incident in California whereby transformers were shot by a gunman,
and this incident led to almost cascading collapse of the electrical system in the Silicon Valley.
Some call it vandalism, some call it terrorism, but regardless, it demonstrates the level of our vulnerability.
