Maybe more like a neutron bomb.

I mean we all really need to be switching over to these anyway. Leaves structures and other stuff intact.

I believe what you are describing is the neutron bomb. It’s friendly because it’s residual effects are brief and the actual blast is reduced. Less physical damage but the opportunity to kill with radiation is stronger as compared to a pure fission bomb with an identical explosive yield, a neutron bomb would emit about ten times the amount of neutron radiation. Just not the blast. And the half-life of neutrons is 15 minutes.
