The ADA-compliant fountains would be free to use 24/7 and would be located in well-lit areas, according to the City. Each fountain would contain three components: a drinking fountain, a bottle-filling station and a pet fountain.Their gonna need a toilet roll paper holder, because you know what this little public station is gonna morph into.
Some homeless folks will throw a pop-up tent over this station, and his/her/they/X will have running water in their new 'home'.

They could probably set up 10 kiosks, staffed by disabled veterans, to hand out water bottles for free to passers-by (room temperature water, chilled water from an ice chest, and flavored water) for years at less cost.
Or to save money, instead of paying disabled vets to man the kiosks, make crooked lawyers or people arrested for a DUI who have to do "community service" staff them for free.
