Yeah, the dehydration excuse is getting a little weak.

Don’t know what it is, but unless she is just REALLY EXCITED to be there, I cannot think of any diagnosis that would be good.

But her tremor seems to crop up at odd intervals — e.g., when standing in sunshine, or at least that’s when it’s manifested publicly — and last only a few minutes, after which she’s back to normal. Isn’t a Parkinson’s tremor pretty much constant during waking hours?

The guy I used to work with trembling hands only when he tried to do some really close work like soldering, so I had to do it for him...............

His writing was also severely affected, so he had to stop using hand written notes and just use emails and such......

Another German leader had a hand that shook. Uncle Adolph’s hand shook. He suffered from that badly in the last days of WWII.

Coincidentally, I also used to work with a fellow with trembly hands. It was what you might call a very fine tremor — not terribly dramatic, but constant and affected his ability to do detailed or close work. I forget his explanation (it was many years ago!) but he’d had it for his entire adult life. His mind was quite sharp. Nice guy and a wonderful colleague! I hadn’t thought about him until this Merkel mystery . . .

These leaders with obvious neurological problems necessitate some logical discussion of the point at which the voters can respectfully ask for a full medical clearance. Many of these neurodegenerative conditions affect thinking. Medical privacy yes, but if you are running for office you should signoff in agreeing to medical testing if you show obvious neuro symptoms.
