Housecats can be contained in the passenger cabin under the seat in a travel carrier for a fee. You put a fluffy towel under the carrier to smooth out the bumpiness.
I owned a small macaw that could fit in one and we flew from Austin to West Palm Beach without a hitch.
The animals may get noisy if fearful but talking to them in a soothing voice will keep them calm enough until you land.
In no way should an animal be in a passenger's lap, ESPECIALLY a dog. They belong in a carrier under the seat or in cargo or they shouldn't fly.
Yes, I have heard of seizure dogs as well.
There are also dogs which can tell if a diabetic is in trouble.
That kind of misses the point. What is the reason objects are to be secured during flight is the appropriate question.

I get blocked from a fair amount of MSM sites. With some, you can hit the ‘reload’ button and it will reload the site without the pop-up telling you that you’re blocked unless you white-list ads on their site. You ever seen a chopper shot down and men burned to hell, and; pinned under it? Have you ever been in combat? I mean fired a rifle or machine gun at enemy troops or are you trying to justify Coast Guard for PTSD?

I have seen significant PTSD in horrific situions, like WTC, accident clean up, air disaster survival/clean up, war experiences, torture, and profound sexual abuse which is a form of torture.
No I have never been in a war. It is one of the hardest things.
And no, I do not think people need emotional support animals on airplanes.

WWII and Korea War vets called it “shell shock” as 200-300 rounds of incoming 3-4 days a week will work on ones nerves and stomach.
