To my understanding, this is wrong. The state law was passed after a municipal law dictated that private businesses had to let men use their publicly accessible areas designated for women. The state law allowed private business owners to choose if they wanted men to use their women’s private areas. Target and Trump’s properties in NC still allow men to use their female excusive areas.
