Reagan amnesty was well intended, but lazy government bureaucrats screwed it up with negligence and horrible "procedures".
Everybody in US should have ID reflecting their status: Citizen, resident, visitor, temporary worker, whatever. No ID then deportation. Once they know it, they will not try to become illegals, but go through process.
