Good question. Found this on wikipedia - the only reference to military usage.

Some military controllers were also used until replacements could be trained. The FAA had initially claimed that staffing levels would be restored within two years; however, it took closer to ten years before the overall staffing levels returned to normal.

While we're at it--how about taking a big chunk of the prevented drug money and building a good sized canal up the Rio Grande to El Paso?
