Life for life? What he did was wrong, but ultimately a cat is just an animal. We do tend to anthromorphize our pets.

Animal cruelty, including of this type, should be severely punished. If you prick them, do they not bleed?

If it wasn’t someone pet, I’d agree. He purposefully shot the cat on the balcony of the cat owner.
