The House is irrelevant. Executive Order and threat of investigating security leaks and voter fraud will neutralize these assholes.

All spending bills must originate in the House. They have the power of the purse strings.
If the present Congress made a herculean effort they could, in theory, pass the next budget this year. I don’t expect that to happen, but if I were “in charge” that’s what I’d try to do.
There would be nothing for the Senate to approve and for the President to sign if a proposal was voted down in the House.
Democrat initiatives which will likely be bad legislation will be dead on arrival in the Senate.
The Idea is that the Dems can propose a smaller amount directed at specific items and omit others they disapprove. The Senate cannot add items or amounts that the House would not approve of else no defense appropriations or only sustained at current level (unlikely). Items which need specific line funding like a new weapons program or the Space Force are dead. Riders are going to be common - these will be either trade offs for more domestic spending or military specific social programs (most likely).

Then who, if not the House, can propose a budget? No budget on military spending, The Senate cannot propose spending of any kind.

Executive Orders cannot set spending budgets. Only the House can. And the spending fro the military will be significantly smaller as well as social program oriented with any gains mitigated by increase governmental social programs (feeding the homeless, etc).
Voter fraud has no bearing on the issue, exposure or not, will not change the House make up for 2 more years.
The Space Force thing was not going to go anywhere anyway.

And that will unfortunately leave the military financially and weapon-wise heading back in the direction it just came from ... Putin, Xi will be laughing since that means we will have no counters to their new weapons and return to being rapidly outclassed on the ground and in space.
