Not quite. What is required is a food supply steady enough to support 100+ people (likely 5+ families) in one location for the entire year. A nomadic route with fewer than 6 camps that would be completed in a year might also work. The number of places in the world that meet that requirement without agriculture and pastoralism are very few. I believe that as a practical matter supporting more than about 300 people in one location requires a method to store and transport foods, along with foods that store and transport relatively easily.
