Looks like a good subject for a Congressional inquiry to me. I’d make contact with the local district office to see if they can assist. Perhaps it’s just a paperwork SNAFU from checking a wrong block on the application - hope it’s an easy fix for your friends. I agree that it certainly doesn’t pass the “smell test.”

The nursing home I got out of n April was chock full of Africans, including South Africans, on the staff. How many were here legally? I have no way of knowing.
Unfortunately, a lot of people come on tourist visas and just stay.
Immigration officials can deny a visa for any reason or no reason. I’ve known of a few people they have done this to over the years. I agree it makes no sense because of “immigration risks” but illegals can do it and no one bats an eye.
I would suggest your young friend go back to the embassy and show proof of a job, bank account, family, etc. Anything to show she has a reason to return and not stay in the US. If nothing else works then just have her cry during the interview (It has worked for a few people)
Consider this. Most of the people of all kinds in South Africa would rather be here for the bling, the cars, the girls (see human trafficking problem already happening), rumors of easy money (opportunities for corruption), etc.
And for many years, our political class intelligentsia has seen fit to bring in anyone who might appear to be either well off (including those who have monstrous numbers of relatives to bring in) or impoverished (elite philanthropy for exotic, regressive cultures). And if we try to narrow immigration to those of our own culture, the rich and politically influential will scream, “No fair!”

A two week visit sounds like a standard vacation trip. WTF,? I don’t get it.
without trying to be a total **** in response:
1. the persons she is traveling with have no bearing whatsoever on her visa application.
2. a young model could have EVERY reason to want to immigrate to America - her career chances a likely much higher.
3. a return ticket is no guarentee that she would actually return
4. in all likelyhood, her “profile” simply matches what they consider a risk and she was summarily denied.
A personal interview will likely resolve all issues and I am glad to hear that this is already planned.

We tried for years to get a girl from Peru a visa so she could stay in our home but it was always denied. My wife, who was born in Peru and has family there, even went to the American embassy in Lima and gave all sorts of guarantees and she still got turned down. What they look for is the roots you have and how much you have to lose if you don’t go back. A single person who doesn’t own a home sets off alarm bells. We had plenty of Peruvians come visit over the years and they were all married property owners.
Why are the authorities willing to grant your two friends an entry visa, but not their friend?
Aren’t all three coming from South Africa?
Fly to Juarez. Take cab to border bridge. Walk across. Done.
Think of the total picture, which a government has to do. Perhaps your friends should take this as a wake-up call and look at the South Africa situation objectively. Perhaps for their own survival, they should find a place to move permanently.

Yes. Our immigration system is that messed up. Even with a valid tourist visa, Immigration gives foreign tourists whites especially a hard time entering the country. I have friends in Ukraine and going in and out there is a breeze compared to here.
Awwwww! Things always look worse when one feels personally inconvenienced/put out - many such folks manage to find such things as “noble cause” clauses in the Constitution or reasons why topics/people they are familiar with should be treated differently than the Hoi Polloi....Crap happens and mature folks deal with it - they don’t go crying on a forum about the inhumanity of it all - unless they’re part Snowflake...must suck to be you and them.
This country needs to allow in the South Africans who are currently being persecuted by the corrupt regime. Their property is being stolen by the government, and the government will deliberately and intentionally not try to stop the forthcoming genocide.
The victims would do very well here, with the added benefit that they would be race realists.
