A law firm founded by the late Johnnie L. Cochran Jr., a member of O.J. Simpsons Dream Team, says it will file a lawsuit Wednesday in the death of a woman who was fatally shot by LAPD gunfire while she was being held hostage by a man with a knife.
The June 16 officer-involved shooting in the 6400 block of Tyrone Avenue in Van Nuys is the second time a civilian has been killed by police fire in a six-week period. The LAPD released body-camera footage of the shooting Tuesday.
LAPD Chief Michel Moore said officers were dispatched to a homeless outreach center on the report of a man with a knife assaulting a woman. Amid the tense standoff, officers fatally shot Guillermo Perez, 32, as he began to cut the neck of Elizabeth Tollison, 49.
According to Moore, officers had ordered Perez to drop his knife, but he refused, ultimately holding it to Tollisons neck. An officer had fired a beanbag shotgun during the confrontation, but it failed to stop Perez and the officers fired their handguns as the suspect pressed the knife into his hostages neck, Moore said. Eighteen rounds were fired.

I think I agree. Cops should have let the guy have it when he wouldn’t drop his knife. Bean-bags just infuriated him further.
I would have a hard time faulting the cops for showing restraint when EVERY media outlet is looking to demonize them for daring to shoot black men. Even clearly dangerous ones.
18 SHOTS? People, as I have been saying for years now, THE POLICE TRAINING IN THE USA IS THE PROBLEM.
18 shots - to stop a guy with a knife? ONE well-aimed shot by someone trained - was what the situation called for.
Instead, the police defaulted to their “spray the area with gunfire and swiss-cheese the target” training, with predictable results.
The hostage MIGHT have survived a stab wound to the neck - but she sure wasn’t gonna survive the “swiss cheese treatment”.
ITS. THE. F%@&!. TRAINING. STUPID.
Cops in Europe are trained differently, and get different (read: less lethal) results.
That's not why 18 rounds were fired.
They fired that many hoping to drop the suspect before he was able to cut her throat from ear to ear.
...with less “collateral damage” to innocent civilians, as well as fewer suspects killed (many of whom objectively weren’t doing something deserving of immediate execution).
There’s a reason why there is such a thing as “suicide by cop” in this country. Even mentally ill people recognize that the police are trained to respond with lethal force much too readily.
To restate:
This is NOT a particular state or city problem.
This is NOT a “racial” problem.
Its a TRAINING problem, and its nation-wide in scope.
Great work! She wasn’t cut at all.

Once that many rounds started being fired by several cops at a moving target, the “human shield” was dead either way. One well-placed shot is all that was required.
Go to a range that uses targets that pop up and move around - like I had the opportunity to do during a deployment with the US Army.
Then add the adrenaline to the equation. Your accuracy drops by orders of magnitude. That is the situation to avoid if there are human shields.
I will grant you, I wasn’t there, don’t know how difficult the shots were nor the distance. I am just very frustrated every time I see civilians get killed in a “hail of gunfire” that perhaps wasn’t the best strategy.
I agree with the poster who said that using the bean bag first was extremely STUPID. Taking him out before provoking him would have been a sounder strategy.

Why did those idiot cops let her stand there waiting to become a hostage rather than order her and everyone else to move a safe distance away??? In her case they could have easily told her to move towards them. Absolute incompetent fools.
The range??
This was not some stress free range environment, where one is prepared to be tested and everything is ready and ya basically know what's coming, where the biggest unknown is when a target pops up. Get real.
This is real life and death split second situation with all the associated stresses etc. You're watching too many movies.
The only thing the cops screwed up in my opinion was not dropping the suspect as he was backing up towards the female. They should have dropped the suspect before he was able to take her hostage.

The training is in response to the megalotto payouts wheelchair bound survivors often get. Cops are trained that if they choose to shoot, shoot to kill and then some. No wheelchairs. No two sides to the story. You can't revise the training without first revising the reason for the training.
