At some point the United States should send assassination squads down there and take out the first 6 layers of power. Then it doesn't matter how many 'army' folks have guns...

(The UN needs to classify countries by freedom and decency - with first world countries getting civilized protections and 'hellholes' getting fewer. No assassinations of first world leaders... ANYONE can knock off hellhole dictators. Make that one change and the world becomes more civilized overnight. Even thuggy dictators 'get' incentives...)
