Evansville Police release body cam video of officer shooting suspect on Spring Valley

EVANSVILLE, Ind. — Evansville Police Department released body camera footage Friday afternoon from a police shooting on Spring Valley Drive earlier this month.

The video shows officers following 48-year-old Michael Anthony Foster and ordering him to put his hands up as he retreats. Officers then follow him around a corner, and one officer shoots at Foster multiple times until he falls to the ground.

Foster's image is blurry in the video, but police say he pointed a replica handgun at the police officer who first rounded the corner and confronted him. After Foster is on the ground, officers continue to order him to show his hands before approaching.

Several officers were following Foster at the time, and two were carrying patrol rifles, according to police spokesman Sgt. Jason Cullum. Officer Kenny Dutchske, who has worked in the department since 2006, was identified as the officer who fired at Foster.

Dutchske was also one of the officers who shot at 55-year-old Ricky Ard in front of the Federal Building in Evansville last August after Ard threatened multiple people with a baseball bat. Ard died at the scene.

-snip-Foster was shot April 18. As of Friday afternoon, he was still in the hospital. According to police, Foster was shot in the chest, buttocks and groin but is expected to survive.

Police were investigating Foster in connection with a report of a rape in which a woman told police she was threatened with a handgun. Investigators believe Foster used the same replica handgun to threaten both the rape victim and Evansville Police officers.

The woman was taken to the hospital. Police stayed at the apartment complex on Spring Valley Road where the rape was reported because the victim said her attacker threatened to come back.

Another one. Body cams are really bringing to light the actual situation officers are involve in. Of course a body cam only shows part of what led up to the shooting.

Interesting verbiage - notice in the hands of law enforcement, it’s called a “Patrol Rifle”. Just Sayin’.

Yes but in this instance the video images have been blurred out, so it’s not possible to really understand exactly what happened.

Also the article says the individual had a “replica” handgun. Usually the operative word with that adjective is “nonfiring”. Was that the case? There are replica handguns too, that will kill you dead, so it’s a little, no a lot, unclear what he was carrying. It doesn’t matter to me, point a “fake” gun at a cop and you should expect to get ventilated but the article was poorly written from that standpoint.

Of course, it’s just for Police on “patrol.” Regular citizens don’t “patrol” unless you have a ranch or something, then it would be a “ranch rifle.”

Replica guns can be very dangerous. Especially when you point it at a cop.

So, of the 20 officers on site, including at least 3 who had a front row seat of the shooting, they release the one body cam blocked completely with the “patrol rifle” so we can’t see a thing.

I hate corrupt cops.
