I am simultaneously humored and disappointed at the persistence of hopeful ignorance that somehow the president (or whoever the white hat of the moment is) is going to get his way through some sort of legislative or procedural trickery, sleight of hand.
No question there are things going on behind the scenes, but no way is Trump going to "build the wall" by some arcane/strained application of appropriated monies.
I am listening to this, this morning. Really informative.

I’m guessing some unscrupulous liar created it to generate clicks; but, the motives could be more sinister than that.
Having said that, I DO BELIEVE the unfortunate aspects of the Bill will turn out to be nowhere near as bad as the doomsayers are screaming. As you pointed out, the POTUS does have a degree of discretion; and, where there is contradictory language (inevitable in a Bill this size) he is entitled to his interpretation.
It reminds me of Trump’s campaign-era analysis of the Iran nuke deal. When Cruz was saying: “I’ll tear it up on day one,” candidate Trump was more realistic, saying: “I will read every word of this and use its own terms against them ... or to TERMINATE legally. That is how to handle a bad contract.”
I was always surprised Cruz, a very bright lawyer, did not take a similar position. But, then again, he may have fallen far short of Trump in his experience with contracts.
