I’m guessing some unscrupulous liar created it to generate clicks; but, the motives could be more sinister than that.
Having said that, I DO BELIEVE the unfortunate aspects of the Bill will turn out to be nowhere near as bad as the doomsayers are screaming. As you pointed out, the POTUS does have a degree of discretion; and, where there is contradictory language (inevitable in a Bill this size) he is entitled to his interpretation.
It reminds me of Trump’s campaign-era analysis of the Iran nuke deal. When Cruz was saying: “I’ll tear it up on day one,” candidate Trump was more realistic, saying: “I will read every word of this and use its own terms against them ... or to TERMINATE legally. That is how to handle a bad contract.”
I was always surprised Cruz, a very bright lawyer, did not take a similar position. But, then again, he may have fallen far short of Trump in his experience with contracts.

Look, serious question: Almost all of last year we did not have a budget. We had a continuing resolution.
If it has to be in something called a “budget” or otherwise the Pres can just spend what he wants, why didn’t Trump build the wall first thing last year when he had no “budget?”
(Hint: he can’t. It has to be APPROPRIATED).
