Absence of natural predators makes for an excess of the wild horse population. Like the population explosion of deer in the East and Midwest. Nothing wrong with programs to cull the herds and keep their numbers down to sustainable levels.

Humans are natural predators of both deer and horse. Gross negligence by managing departments is the problem.
