That “60% must remain private for humanity” bunk is traditional swamp mindset. They shouldn’t go picking and choosing which crimes and criminals to expose.
It all needs to come out—otherwise the people won’t wake up enough to take back their lives and their part of the planet.

if they have videos of members of the swamp discussing assassinating Trump, videos of Hillary and Obama dressing up in satanic robes and sacrificing people, don’t you think that will be enough to wake up most people?
If the pope is part of something evil, I want him to hang, but what would the damage to the church be if that is all revealed publicly?

IMO, maybe they are dribbling this out because it takes time for people to absorb it all. Sort of like wading into a pool of cold water. For some people, jumping right in would be too much of a shock to their system.

Speculation exists that the percentages do NOT refer to revelation of the seditious conspiracy, but instead refer to revealing the counter measures.
The Deep Staters will not disappear. They will go Underground and form a real resistance, ala The Weathermen. Why reveal the methods that drove them there?
I picked up on that two.
