Because if it were brought up for a vote and passed, it would then allow the budget and the CR to continue to be tied to, and dependent on DACA. And DACA, over the long term, will produce millions of Democrat voters.

McConnell wants to fund the ENTIRE Gov’t, the RAT just wants to fund the Military. McConnell feels NOT paying Military will pressure RATs to ‘see it his way’ - did I splain it ?

On Facebook, there are posts of Claire McKaskill wanting to continue pay for military service members, but McConnell objects. Anyone know about this? What's the deal?

both the house and the senate had bills ready to exempt military pay from the shutdown, like in 2013.
It seems money matters should start in the House ?

Parliamentary maneuver. If the sponsor of a bill that will fail votes against the bill, it can be brought back up any time. If the sponsor votes for it, there is a somewhat lengthy hold placed on the bill.

I watched this on live and it came after the cloture vote failed. While I do not recall all of the details, I will share my impressions of which I feel confident about.

When McCaskill brought up the proposal, my initial impression was sounds reasonable and I could not think of a counter argument. McConnell objected adding at this time. My impression at that time was it is more a timing thing rather than disagreement. Thinking about it, McCaskill wanted to show the voters that she was for the military. Given the state of things, she absolutely knew that there would be no immediate vote. This was a show at the time where more people would be watching.

Any conclusion that it is other than procedural or implies that McConnell was against funding military pay is completely inaccurate.
