From the first book in the series, this excerpt reads like accusations now in the wind about the corruption that Trump is up against:

I believe government performed better under a single Civil Service grades one to eighteen. It was easier to see who was incompetent and who was worthy of reward and advancement. Likewise the one who failed to perform was easy to identify. There was far less politics and less ability to cloud issues.
