NPV was started back in 2007. Never mind that it already violates the law - as I understand states must get Congressional approval before entering into contracts that affect the federal government. So far, ever since 2007, the Democrat has won the popular vote in every presidential election and in every NPV state. When NPV gets enough states to reach 270, there will be a situation where one candidate wins the popular vote in a state but is denied the electoral votes from that state because of NPV. This alone would be enough to cause a lawsuit, and on top of that, people in the state would still have voted for the electors from the party of the popular vote loser, so wouldn't the electors nullify the election themselves? Bernie Sanders got votes in Washington this past election.

the idea is that a state becomes OBLIGATED to give all of its electoral votes to the winner of the national popular vote—NOT to the candidate who wins the state.
For instance, in 2004 George W Bush won the national popular vote over John F Kerry who served in Vietnam. Under this scheme, the state of California, a state that voted OVERWHELMINGLY for the Haughty John Kerry who served in Vietnam, would have to give all 55 electoral votes to George W Bush.
Likewise, if Florida voted for Donald J Trump but Hitlery won the npv, then Florida would have to give its electoral votes to Hitlery.
Not a good plan at all.

It seems to me that the state legislatures of purple states would serve their own interests best by not giving added influence to large populations in other states. Why would such a states constitutents prefer that?
