Phase One: Phase of discreet and secret establishment of leadership.
Phase Two: Phase of gradual appearance on the public scene and exercising and utilizing various public activities. Establishing a shadow government (secret) within the Government.

If you recall the San Bernardino and Orlando shootings, and I believe the Chattanooga Marine recruiting shootings as well - a CAIR representative was on the podium with the FBI during the initial press conferences.
If you recall, The CAIR person had already been fully updated on family relations, family history, etc... during all of those.
During such crisis, these can ONLY be allowed at the highest-level, and is a sign of cooperation at the highest levels.
Who organized/permitted it in the White House, DOJ and FBI? I want to have those answers.

According to the Pew Research Center, there were 3.3 million muslims in the US in 2015 with a finality estimate of 334 million in 2050. How many does it take when the 2015 count is bigger than the city of Chicago and more than twice as big as Philadelphia according to the World Population Review.
If the guestimate of one quarter of them being radical is close then we are talking about over 800,000 people willing to kill themselves to kill some of us.
