A case of "mad cow disease" has been discovered in northwestern Spain, the Paris-based World Organisation for Animal Health (OIE) said on Monday.
The cow found to be carrying bovine spongiform encephalopathy (BSE) in the province of Salamanca was destroyed, Spain's agriculture ministry said in a report on the case.
The "atypical" strain of the disease was uncovered on November 10 during a routine screening, the OIE said, adding that the source of the infection was "unknown or uncertain"

I wonder if that cow got it from somewhere else, or if it sporadically developed the disease.
I am indefinitely deferred from donating blood because I lived in Spain for three years. As I tell people, even though I’m fine, anyone who gets my blood will get mad cow disease.

Yep - was in Italy from ‘78 thru Aug of ‘80 - some years later was told I couldn’t donate blood because of Mad Cow and the cutoff for being back was something like July of ‘80....yet they think it’s fine for active butt pounders to donate - incredible.
This is why the repeal of country of origin labeling was and is a very big freaking deal.

No, I cannot give blood, and neither can my husband or son.
The deferral guide lists a number of European countries where, if you lived there in the early 1980s for a certain length of time, or were a member of the military in that country for a different length of time, you cannot donate.
