Standard procedure. Firefighters and paramedics will not enter an area where shooting is still going on.

Do you really believe that hundreds of people could keep quiet about a shooting at Hooters? Maybe Hooters was just the closest point the ambulances could get to.

That’s a posible scenario, but why draw ANY conclusions with so few facts yet many holes in the narrative?
Yeah, it’s an iron-clad bureaucratic thing:
“If we thing the danger has not yet passed, medical vehicles must be staged outside the danger area.”
Meh, just cuz we see them parked there doesn’t mean they think the immediate danger is THERE.

Same thing in the LA Riots; if there was violence and shooting on a block prominently featuring an obvious fire..? SORRY..!
