Part of an 11 yr. long cycle- may affect navigation and communications at its height. That doesn't sound like real science. I have it on the best authority (Nobel Prize winner Al Gore) that the sun does not affect the earth's temperature, only the little people using SUVs and other luxuries reserved for the elites can do that. If the sun can't affect global temperatures, how can it affect communications?
