This is probably an ominous development, IMO.
The statement is going to serve to immunize the leakers. It’ll be “Oh, never mind those things that claim to be leaks from insiders”. You didn’t really hear them, they didn’t come from insiders, they mean nothing, please move along and let us do the serious and important work of this investigation. Now, he doesn’t have to investigate nor prosecute any leakers, real or not.
This is very not good. What remains after the release of fake news is the effect/impact of the fake news. It does not readily wash away, despite any retractions or qualifications. Otherwise this whole investigation thing would be over in all of its aspects. Now, he gets to employ the impact of fake news; then call it fake news, but it is you, the gullible listener, who’s getting inaccurate information and he’s still the authority because it is he who gets to divine whether any particular news item is fake or real.
Now they can leak and leak and it will make no difference and nobody needs to investigate.
That’s how this is going to work, IMO. Very not good.
I don’t see the statement as a negative, as you inferred, as I believe anything assaulting the media and leakers right now should be primarily seen as a positive.
However, the late night release leaves a lot to be desired. More importantly, when he said “The Department of Justice has a long-established policy to neither confirm nor deny such allegations” he should have went on to say “however, we will identify and prosecute actual leakers to the fullest extent of the law.”

The DOJ can’t bring Impeachment charges against the President.
The Special Counsel can investigate, subpoena witnesses endlessly. Their goal will be to trap people into making conflicting statements and writing a report to hand over to Congress to decide if Impeachment is in order.
I think you are over analyzing. Rosenstein is saying to ignore the BS being reported by WaPo and the NY Times from ‘unknown sources’ familiar with Mueller’s thinking.
