Possibly. This mentions that James Angleton's old associate Edward Jay Epstein looked into that possibility, though it sounds like he wasn't able to prove it was set up ahead of time:

This weekend overheard some guy on his phone discussing the French election, he told his friend he thought it was very frightening that Le Pen “received a plurality of the vote.”

I would have compared Macron to Marshall Petain, but at least Petain was a good general at one time.
He’s closer to Pierre Laval.
