Brazil is a classically and deeply corrupt latin state, so 100% chance the Saudi’s are buying this policy. The Saudis are funding mosques and the expansion of Islam in almost every country, but particularly targeting poor, corrupt, impoverished areas. We’ll be paying a heavy price for allowing this in the future. It might be 20, or 50, or 100 years, but they are playing a long game against the west, and a few cheap corrupt liberal politicians are helping it out.
