For anyone with a little free time(and a sense of humor), I would recommend you obtain a copy of the BBC series Yes Minister and the follow-up series Yes Prime Minister. While this comedy series is set in the 1980's, it is a good satirical look at entrenched bureaucratic government. It is usually available in public libraries.

This is always the case. Republican presidents, even to a large extent Reagan, always retain most of the second level appointed officials who then busily subvert the president’s wishes for 4 years. The Democrats always fire everyone appointed by any previous Republican and figure how to maneuver the precious few rational Civil Service bureaucrats out of positions of effectiveness.

I have posted this several times already in the past few months. The Federal agencies have been running the country for their own personal benefit for 30+ years. Elijah Cummings, Chuck Schumer and Nancy Pelosi are only one a few of the members of Congress directly involved in helping them do this.
The administration needs to purge many, many high level managers in ALL Federal agencies. Failure to do so will only reinforce the severe governmental damage to the country and will result in a totalitarian, oligarchy-type rule of the country moving forward.
