If you look at the unedited video (we still have it on dvr at our house), Bill clearly mouths the name Ivanka when he starts his stare. Not sure what Hillary says in response - my daughters and I rewound it several times to try to figure it out, maybe she says of course? - but her expression is classic, as is his what me worry attitude as he resumes.
To my untrained eye, looked like she said, “Of course!”

Yes, the panning camera at RT likewise makes clear who was at the end of that line of focus from where Bill Clinton was sitting. There was nothing going on the aisle, only in the seats on the other side of his section of seats. He wasn’t gazing at the sky or into the distance; he seems to have seen something that set off his lechery button and he would not look away. The American public have seen this story before, so no one had to speculate for them.

In her case rotating her head 360 degrees is no problem.
