As this is TV Guide (US), it is assumed shows from the UK are not included. These warrant many more nominees to the list:
AB FAB - Eddy and Patsy
ARE YOU BEING SERVED - Miss Slocombe and Mr. Humphries
FAULTY TOWERS - Basil and Sybil Faulty
AGATHA CHRISTI CHARACTERS - Hercule Poirot and Mrs. Marples
to name but a few
This is not a take away to Emma Peel, but only an addition of.

From the Mary Tyler Moore show. Valerie Harper was also pretty good as Rhoda.

I like Chester A. Riley (Wm. Bendix). Also, Peg Riley -

Lou Grant on the MTM show. Ed Asner was great in that role (and annoying libbie in real life). The episode in which he finally succumbed to Sue Ann’s charms and confided in Mary about it the next day was so funny.

I second that for Angel Martin.
He made good Rockford episodes even better.
Dennis Becker was a good character too.

Where is Jeanie or Samantha? Both still appear in my daydreams from time to time.

Elliot was funny, but Emil “Trained Killer” Peterson (a former Marine, you know) always made me laugh too.
