A missing way to deal with this is to prosecute the people taking the pictures of the under-age children - including selfies and “friends.”
If the pix are illegal, why isn’t this done?

You know the answer to your own question. The teens need their phones restricted and their liberties severely curtailed for a good amount of time. The principal? General Population time!
BTW, this is nothing new, just much more rampant. Polaroid Instant Cameras have been around for most of my life.
