On Wednesday, the same federal judge in Denver ruled that if the Democratic electors refuse to vote for Clinton, Colorados secretary of state may replace them with electors who will follow the law, if he so chooses.

I read somewhere that there are 11 states that apparently were listed as winner-take-all, but are actually not required by their state constitutions to vote like that. Is there a move afoot to have these states vote proportionally?
