"Since 2007, the National Oceanic and Atmospheric Administrationdespite major political, social, and environmental headwindshas poured almost $100 million (PDF) into aquaculture, also known by the more pedestrian moniker of fish farming." How the hell does this agency have the authority to do this? The same way the EPA can arbitrarily define any puddle as a "waterway" and any mound over five inches as a "mountain." Time to drain the swamp, abolish all executive agencies spending money unlawfully and making laws unconstitutionally. Time for a revolution, akin to the American one, but the French one will do if that does not work. God help us.
