(I hold that a proper amount of stockpiled ammo is enough to burn out the barrel. At that point, the annual credit will handily cover a new barrel.)
Another way to effectively repeal the NFA - and to also change the discussion in this country on guns - would be to have an act that would REQUIRE that every person who is:
1) active duty military or a veteran;
2) active duty police or a former full-time police officer;
3) the current holder of any type of FFL (specifically including the Curio and Relic License; or
4) the current holder of a concealed or open carry license for a handgun or, in the case of “Constitutional carry” states, EVERY adult not adjudicated insane or a drug addict
be able to purchase either a fully automatic M16/M4 pattern rifle, or an M14 pattern rifle, or a selector switch for the same, WITHOUT having to pay the $200 tax stamp. Once a person possessed such device, no change of their status (save adjudication of insanity or conviction of drug possession) would change the legality of their owning such a weapon. Further, any such weapon could be sold, gifted or bequeathed to anyone not insane or convicted of drug possession.
The advantage to this type of law is that it requires no expenditure of funds, merely allowing people (tens of millions of them) to exercise their Constitutional rights with a minimum of interference (the only interference being whether you have the funds or not). I would not be averse to having some kind of subsidy for those who cannot afford to buy such a weapon - but most people can, and don’t need the subsidy. Having literally tens of millions of full autos in this country would FOREVER eliminate the possibility of a tyrannical takeover, or a successful invasion.

FYI, I think that there is a very good chance that we’re going to see an effective repeal of the NFA status of suppressors under Trump. There’s already a bill that’s been filed to allow mere possession of a suppressor to be treated as if they possessor had obtained the proper tax stamp. It’ll go nowhere under Comrade Soetero, of course, but it just has to be refiled and passed next Spring, and I’m sure that President Trump will sign it.

That is pretty much what this does:
I. 18 U.S. Code § 922(o) is repealed.
The key is requiring the repeal of 922(o) to make that work.
Heck, I’d settle for wording that included the $200 tax, just exempting as many people from the ‘86 MG ban as possible.
Tangent:
There’s a loophole in 922(o). The President (and, actually, similarly at lesser jurisdictions) could unilaterally eviscerate the ban by simply stating that he authorizes every adult citizen (not adjudicated a danger to society) to buy a full-auto under NFA per the 922(o) exemption, letter of exemption available upon request.
