May I propose:

Title: The Affordable Gun Act
Summary:
- Whereas every Selective Service registrant will, if called up, be required to at minimum know the operation of the M4 rifle with urgency,
- Whereas every citizen of the United States may likewise find themselves in need of such familiarity under duress of unpredictable circumstances,
- Whereas during such situations the availability of such & related equipment may not be guaranteed in a timely & quality manner by the United States military nor subordinate forces,
- Whereas the citizenry of the United States is, on the whole, of upstanding law-abiding moral character naturally empowered with rights & responsibilities of defense of self, family, and state,
- Whereas the M4 select-fire carbine rifle is the standard mundane armament of the modern soldier in service to the United States,
- Whereas the above-referenced natural rights & responsibilities of citizens being necessary to the security of a free states,
- Whereas the Founding Fathers of the United States exemplified their intentions by instituting the Militia Act Of 1792 promptly after enacting the Constitution of the United States,
- Whereas existing law inexplicably and self-destructively defies the above-referenced natural rights & responsibilities of citizens of the United States,
- Whereas the current annual cost of obtaining or maintaining an M4 rifle, 1000 rounds of standard 5.56x45mm ammunition, and related equipment & training is approximately $2000,
- Be it resolved that every adult citizen, not otherwise individually adjudicated a threat to self or society, has the natural right and non-compulsory responsibility to equip and familiarize self with, at minimum and without implied nor explicit limitation to, keeping and bearing an M4 rifle and related equipment, and
- Be it resolved that no citizen should suffer financial hardship in exercising this resolution, and so thereby shall receive a refundable tax credit in support & facilitation thereof.
Body:
I. 18 U.S. Code § 922(o) is repealed.
II. 26 U.S. Code Chapter 53 is repealed.
III. Federal Income Tax form(s) 1040 shall include:
A) Refundable tax credit of amount $2000*(1 - ((filer’s actual marginal income tax rate)/(maximum applicable marginal income tax rate))) shall be made available to all citizens not otherwise adjudicated a danger to self nor society, and not exceeding the amount of, showing proof of purchase of an M4 rifle, 5.56x45mm ammunition, related equipment, maintenance services, and/or training in use thereof in qualitative match of United States military requirements.
B) The dollar amount and equipment specified by designation in Part A above shall be adjusted annually in accordance with inflation, median costs, and current military standards.
IV. No jurisdiction within the United States shall interfere with a citizen of the United States acting under part III of this section.
A) Anyone who violates part IV of this section shall be prosecuted, personally and individually, for treason against the United States.

On another thread, JPJones suggested “We should call it the Affordable Gun Act.” So, here's my stab at writing it. Let's clean it up and send it to our Representatives.

My solution is simple. Repeal the National Firearms Act of 1934 and subsequent legislation based upon such.

Seriously, one of the acts considered by the first congress was an act to buy arms for all. The counterpoint was that people would not take good care of a free firearm.

I’m all for simple repeal of NFA et al.
This thread’s intent is to not just repeal it, but to change the discussion in a way which facilitates - nay, compels - such repeal.

I understand and don’t demean your efforts, but my feeling is when we have (and WE DO) the momentum, go for the jugular and do away with this crap altogether.

We are pulled around by our noses by all manner of liberal pukes because they are “scared” and (using the ever-present “for the children” blab and offering up bullshit statistics and phony data to imply that a law abiding person will be the cause of some catastrophe when the only catastrophes I see are ones from Muslims in this country and all over this world.

That’d be great, if someone would actually push for straight-up legislative or judicial repeal. I’ve been following all this for 30+ years, and am getting very annoyed that the best attempt we’ve seen is _Heller_ and _McDonald_, getting us nothing more than a still-resisted right to own a handgun at home. An direct attack on NFA has been promised & planned for a long time, but still hasn’t happened.

What I’m proposing is to ride the “Affordable ____ Act” mindset to the same core end by over-demanding: don’t just ask for “shall not be infringed”, take the current redistributionist tone in DC and say “hey, let’s make sure that _every_ upstanding citizen can have a gun for good reason”. The reasoning presented is specific, focused, and hard to attack without explicitly promoting national weakness.

And the notion has been joked about enough. Why not run with it?

Hence the proposed blending: anyone not “rich” gets help buying a basic M4 et al, but only the poorest get it “free” (and even there, would require personal cash up front, reimbursed). Keeps a personal stake in the issue, _and_ assures good maintenance is available.

In martial arts, one learns to punch _thru_ the target, aiming not just for the target but something beyond - delivering much more energy to the target as a result.
In political arts, one learns to demand more than what’s desired, so likewise one can “settle” for what was actually wanted.
So yeah, let’s go for federal funding of personal military armament ... and “settle” for full repeal of NFA & 922(o).

Many things - Watch over them, ensure their safety, marry one of them if you so desire, experience the joy of them raising your children, etc.

The proposed legislation, which provides a tax credit, and effectively ends many state prohibitions on rifles, does not require people to take advantage of the tax credit, or purchase a firearm. Nor does it, at this time, apply to women, since they are not presently subject to Selective Service registration.

We’re not going to _force_ people to by guns. A la one has the responsibility to buy health insurance, but I draw the line at punishing/fining people for not doing so. If some “pussy” chooses to be “non-compulsory”, fine; I just want to make it clear that the rest of us DO have the right & responsibility to arm up to minimum US (and, practically, world) military standards with a basic M4 and a case of ammo, and that they can’t stop us just because they’re “pussies” about it...to the contrary, we’re going to make sure that mere income isn’t going to stop anyone who takes that responsibility seriously but can’t afford to act on it.

Here’s an idea. Repeal the 1934 National Firearms Act, the 1968 Gun Control Act, and the 1984 Firearm Owner’s Protection Act, and then prosecute those who misuse firearms.

The second “Whereas” states intent that this apply to all citizens, women and post-draft-age included (minors & adjudicated felons/incompetents later excluded), on the grounds that _anyone_ may unpredictably find themselves in need of such equipment & familiarity. Just because we think someone won’t need an M4 doesn’t mean they won’t ever find existential need for one, and not our place to interfere with their ability to have one.

The first “Whereas” does make the point that many citizens ARE legally obligated to armed service, and that equipping/training them just before sending them into battle (and punishing any attempt to before that point) is cruel & stupid.

I read that as a tax credit every year, not a one-time thing. Is that your intent?

All well and good, but what about affordable ammo? All you have is a funny-shaped walking stick or club without ammo.

And...cleaning supplies? Magazines? There are so many things to think about with owning a firearm.

(And something else...what if your neighbor has no criminal record, no mental issues, and has nothing against them that would prevent them from owning a firearm, but they are...for lack of a better term...a dumbass? What if they have no experience with a firearm and have not a clue as to the proper use and care of said firearm?)

Read the post in its entirety. I repeatedly & specifically address ammunition & maintenance equipment. Magazines are a given, being part of the weapon (about as useless without mags as without a barrel). Training is addressed. Insofar as a dumbass, well we pretty much have that issue without serious problems today.

Problematic laws aside, $2000 will get you an M4, 1000 rounds of ammo, a dozen magazines, standard cleaning/maintenance tools, and an introductory rifle class - all to military specifications. The next year you can spend the next $2000 on a couple cases of ammo and more advanced training. For several more years you can work on stockpiling 10,000 rounds and get annual refresher classes. By the time parts start breaking, you should have bought a complete basic armorer’s kit and taking a full gunsmithing class. By the time you’re burning out the barrel and generally wrecking the gun thru normal use, dropping another $700 on a new gun will not be a problem.
