Californias unemployment rate still lags the national unemployment rate of 4.9 percent. More than 1 million people remained unemployed.
California has gained 2.3 million jobs since the economic recovery began in 2010. The unemployment rate was 6.1 percent last July.
Closer to home, numbers were better in Los Angeles County, where the seasonally adjusted unemployment rate was 4.8 percent in July, down from a revised 4.9 percent in June. In Orange County, the unemployment rate was up slightly at 4.6 percent from 4.4 percent in June.

The verb "to lag" is intransitive, and requires the preposition "behind." I.e., California's unemployment rate could be said to "lag behind" the national rate. But that would make little sense.
lag behind v. 1. To fail to maintain the pace or progress of someone or something; straggle: I lagged behind the rest of the hikers and got lost. Don't forget to do your readings for class, or you'll lag behind. 2. To proceed or develop with comparative slowness: Sales are lagging behind this year compared to last year.
One could at most say that California's employment recovery was lagging behind that of the nation as a whole.

There are Very few jobs in California outside very specialized programming and health care. And many of the jobs get filled with foreigners. Millions of Americans without work. But they “don’t exist” in the official Gobbels Employment Statistics

I saw the other day that the unemployment rate for the county in California that I live in is 10. Something. Think it was 10.6.
I am wondering how many people in CA. got shuffle-ready jobs which cost million per job?
At the end of the Clinton presidency, the unemployment rate started to increase. Under Clinton, the unemployment surveys had been manipulated to exclude inner cities. Then, just before Bush, he changed the surveys back to normal. This made Bush look bad. I suspect Obama could be doing the same thing. Once Trump is elected, we can expect many documentaries on the homeless.
