Multiple callers reported seeing a man laying on the ground near the center divider of the freeway. Callers said the alleged suspect was armed with at least one rifle. Did it have a clip?

HOw’d he do that?
Wouldn’t he have had to jump from the southbound side

Perris is in the Inland Empire, probably an hour and a half from LA, depending on traffic. Until recently it was an agricultural area, now it’s getting built out.
Very high population of illegals in the area.

Several miles north of me. As you can see, it wasn’t me—I’m not in custody. Anyway, I seldom lay down near the center divider, armed or not.
