I asked Cucinelli on his FB page if convention time is the only time changes in rules can be made. I couldn’t find a quick answer on the RNC rules page and he was only responding to all of our disparaging comments with a cut and paste deal. Does anyone know? Why aren’t these concerns brought up a year or two before a convention? Cucinelli keeps saying what he was doing had nothing to do with unbinding delegates or getting rid of Trump. I to!d him he was being duplicitous.

I have gotten the impression the the Rules are adopted by a Rules Committee brought into being by each four year spaced set of delegates. As a new Rules Committee is formed (elected) and set, they can change the rules based upon their political make-up and to favor whoever is in ascendancy with the delegates for that election.

Hence, last time we had all of these Romney centered rules and they exist until just prior to the convention when the new Rules Committee is created and meets.
