The video shows the guard shooting the guy as he is fleeing, trying to run out of the bank. As soon as the guy saw the officer and the gun, he turned and ran.
Unless the bank robber had a gun, he should not have been shot in the back as he was running away. And I understand fully that had the bank robber not robbed a bank he would be alive today.
The robber was armed and actually pulled the trigger. Unfortunately for him, he had the wrong ammo in the gun and it failed to go off.
The gun is in the yellow bag which is pointed at the officer while the perp is behind the counter. Read the article.
Article says the perp had a gun, which he actually fired unsuccessfully.
He put the wrong kind of ammo in it. Otherwise the teller and/or the officer would have been shot.

If it was an inside job, the inside guy needs their ass kicked. One of the things the inside guy is supposed to do is tell you is what security is like. Whatever prep-work was done for this job, it gets a big fail.
A derringer like that is usually chambered for a rimmed cartridge like .38 Special. The dead perp may have dropped in.380 rounds, which are rimless & would have moved away from the firing pin.
Would like that for my collection but it is no doubt stolen.
Anyway, the cop was fully justified; the perp still had his gun & remained a threat to be neutralized. What if he had taken a hostage outside?

That officer was on the BALL. And the bank employees all seemed to be well trained. This could be a textbook training film of how to properly react when faced with this kind of situation.
Even with the right ammo, this dude was a Darwin Award waiting to happen.
Maybe .22 LR rounds in a .22 Mag derringer?
No, a .22 Mag chamber will fire .22lr but the case mouth will likely split. Both are rimmed cartridges.

I suppose it could. And that pic does look more like a .38, though the Davis .22 mags were very common a while back.

I’ve seen studies which suggest that the weapons of bad guns are non functional for this and other reasons nearly 1/3 of the time they use them.

And then there's the hatred due to envy that's been around since Cain and Abel, and which provoke quite a bit of the black-on-white crime.
To be safe one need only walk anywhere, any time with a couple of cute little doggies: a pit bull and a German Shepherd.
My mother used to go out at night for a walk in Phoenix with her parents, younger brother and their ONE lil ole pit bull. The dog would start a low, rumbling growl at the mere approach of any other human being...from a half a block away.
That's why dogs are man's best friend.
Of course, one can always PACK.
