Certainly sounds legit. Doesn’t seem to have any of the hallmarks of a made-up quote (misspellings, etc.)
What is “it”?
Don’t ask questions. You’re getting in over your head. This is serious stuff. Just leave it and forget you ever heard about it. It doesn’t exist.

He is actually an economist so he is more focused on the economic impacts of climate change and programs associated with it than he is on climate science.
He is also in favor of cap-and-trade. This is supposed to be a more market-friendly way of getting rid of something unwanted than to try to tax it away. Unfortunately it seems as if it is easier for bad actors to game the cap-and-trade system than it is to avoid the tax.
So on the one hand he is advocating for a redistribution of wealth back to the Third World via climate policy, while on the other hand advocating a policy which will guarantee that most of the money associated with climate policy will end up in the hands of hedge funds and their clients, i.e. the loathed one-percenters.
This is another case of the path to hell being paved with good intentions ... or not if Eden-Hofer is just a shill for the likes of the Clintons, Soros, and their ilk.
