The way our company did it was you timed in on the time clock. Five minutes after the start of the work whistle the cards were pulled. The cards went back out just before quitting time.
If you came in after that time you went to the personnel office.
One joking way another company did it was they hired fifty people, but had parking spaces for 45. You had to get there early to park.
Cultural note for those of you wondering where he gets this insane idea, it is very much the way of life in many non-European areas. Things happen when they happen - maybe on time, maybe an hour late, maybe tomorrow when everyone can be bothered to show up. If you go with Western ideas of things happening on time and everyone being there at the time designated, chances are the natives will just laugh at your increasingly frantic gestures and state. I have been told this from multiple international missionaries with at least 5 years experience each.
