Cultural note for those of you wondering where he gets this insane idea, it is very much the way of life in many non-European areas. Things happen when they happen - maybe on time, maybe an hour late, maybe tomorrow when everyone can be bothered to show up. If you go with Western ideas of things happening on time and everyone being there at the time designated, chances are the natives will just laugh at your increasingly frantic gestures and state. I have been told this from multiple international missionaries with at least 5 years experience each.
And if you’re noticing a possible connection between this casual attitude toward scheduling and the African nations’ perpetual state of starvation and poverty outside white-dominant areas, I’d say you’re on the right track.
