There’s a basic legal rule about murder: an accessory before the fact is as guilty of murder as he who actually murdered the victim. Obola, the Witch, Holder, and all their accomplices were accomplices before the fact to multiple murders because they developed this scheme deliberately knowing that the guns would be use to murder multiple people. That makes all of them murderers.
If the documents come out, maybe the next administration will have the guts to charge them as accomplices to murder.
